A--Tax codes should be written to promote the reduction of taxes.

B-- Spending practices should be set up to reduce spending.

C-- Fair Taxation should be promoted, not taxation that tries to control personal habits.

D--The fiscal year should be changed to start July 1. This would wrap the fiscal year around the school year.

E--New York State must eliminate education, medicaid, and welfare spending mandates. If the state wants it done, the state should pay for it. This would put everything on the table, for all to see, and to decide if we really want to do it all.
By putting these on the state income tax, property taxes could be reduced enough to only pay for the services that the local government provides. Sales taxes could be eliminated.

F--Place caps on medical malpractice awards.

G--Poison Pill for the budget!
If no budget is in place by July 1st, then an automatic budget should get put into place that the legislature can't tamper with.
The automatic budget would reduce state spending by 1% except for education. Let the bureaucrats fight over whatever money is left. Some layoffs in state government would be good. Let them feel the pain for once. Let them pay income taxes on their unemployment benefits!

H--Welfare State
People complain about the cost of welfare in New York State. But few know that New York is the only state where welfare is mandated. Article 17 Section 1 of the New York State Constitution should be amended from "shall be provided by the state" to "may be provided by the state".
This would make welfare optional instead of mandatory. It wouldn't eliminate welfare, but it would let everyone know that the gravy train is over.

I--Get rid of the user tax. This would help with item A above.

Items E,G & H should be amendments to the New York State Constitution.
