The author believes that when the state mandates that the local governments spend money, that is "Taxation Without Representation".
The State Mandate Gambit
New York State mandates that children be educated, that there be medicaid, that the needy are cared for.
But the state doesn't want to pay the cost for such, because it would make for a gigantic state budget. They also probably don't want anyone to know what the total price tag would be for these.
So, they mandate that the counties pay a portion of their own education, medicaid, and welfare costs.
The only way counties have to raise this money is through sales taxes and property taxes. But then, because property taxes are so high, the farmers can't afford them and go out of business.
The state, to save the farmers, dreams up this Star program that reimburses farmers for property taxes. But only based on how much income the farmer derives from farming. The farmers have to jump thru the right hoops to get their reimbursements. This Star program only creates more bureaucracy and makes alot of farmers wards of the state.
And then, the state extends the Star program to include home owners. Thus creating more bureaucracy and makes home owners wards of the state and effectively turns the property tax system into an income tax system, because star program benefits are income oriented.
It seems it would be better to eliminate the state mandates, let the state finance education, medicade, and welfare thru the income tax system. Then we'd know how much it all costs, and all the star bureaucracy would be eliminated. Property taxes would be reduced to just paying for what the services that the local government provides.
The author believes that when the state mandates that the local governments spend money, that is "Taxation Without Representation". If we want to get our local taxes lowered, or discuss how our taxes are being spent, we should be able to go to our local representatives. With state mandates, we can't do that. The courts have decided that state mandates are not "taxation without representation". But they tend to side with whom ever is controlling the money.
